Indermit Gill, the World Bank's chief economist, framed the opportunity in urgent terms, describing AI as having "thrown developing economies a lifeline, and they should seize it"—a characterisation that reflects both the genuine potential and the time-sensitive nature of capitalising on this technological shift.

The analysis challenges prevailing anxieties about AI-driven job displacement, presenting data that suggests emerging economies face substantially lower employment risk than their developed counterparts. The World Bank found that generative AI threatens approximately 14.2% of jobs in wealthy nations, a figure three times higher than the 4.5% exposure in low- and middle-income countries. This disparity reflects the different economic structures across development levels: emerging markets maintain larger agricultural and informal sectors where AI integration lags behind advanced economies' automation-heavy industries. Conversely, the productivity benefits appear more evenly distributed, with 16.2% of jobs in developing economies positioned to benefit from meaningful productivity gains compared to 18.7% in high-income nations, suggesting that AI's upside potential is more balanced globally than its downside risks.

The International Monetary Fund's separate assessment lends credibility to the World Bank's optimism, projecting that Sub-Saharan Africa's economy could expand by approximately 4% over the coming decade under favourable AI adoption conditions. For a region grappling with constrained growth rates and competing development priorities, an additional 4% expansion would represent meaningful progress on poverty reduction, employment creation, and fiscal capacity. The cumulative effect across multiple developing regions could reshape global economic dynamics, potentially narrowing the productivity gap that has widened since the previous industrial revolutions.

However, realising this potential hinges on three foundational requirements that remain underdeveloped across much of the emerging world. First, electrical infrastructure must be expanded and stabilised to support the computational demands of AI systems, even small-scale ones. Second, internet connectivity must reach beyond urban centres to encompass rural and remote areas where the largest development challenges persist. Third, digital literacy and skills training must be democratised so that healthcare workers, teachers, farmers, and other frontline professionals can effectively leverage AI tools. Each requirement demands substantial public and private investment, and progress varies dramatically by country. Nations like Malaysia, with relatively advanced digital infrastructure, face different challenges than those in Sub-Saharan Africa or South Asia, where infrastructure deficits remain acute.

The World Bank also issued significant caveats about AI's darker potential if deployment occurs without adequate governance frameworks. The technology could exacerbate income inequality if its benefits concentrate among educated urban populations whilst displaced workers in less adaptable sectors struggle to transition. AI-enabled misinformation poses particular risks in emerging democracies with weaker media literacy and less robust institutional fact-checking mechanisms. Political repression could intensify through surveillance systems and algorithmic control mechanisms, a concern especially acute in countries with already-fragile democratic institutions. These warnings underscore that technological potential does not automatically translate into inclusive development; deliberate policy choices and institutional strength remain essential.

Gill invoked historical memory to emphasise the stakes: "Today's developing economies missed the first Industrial Revolution and spent the next two centuries paying the price. They cannot afford to miss this one." This historical framing carries particular resonance for Southeast Asian policymakers, many of whose nations experienced precisely this trajectory. Malaysia, Indonesia, Thailand, and Vietnam built wealth and geopolitical influence partly by capturing manufacturing opportunities in previous technological waves; missing the AI transition could relegate these nations to secondary status in a twenty-first-century economy increasingly shaped by intelligent systems and data-driven decision-making.

For Malaysian policymakers specifically, the World Bank's analysis suggests that the nation's existing advantages in digital infrastructure and human capital position it relatively well to capture AI benefits, provided continued investment occurs. The challenge lies not in fundamental barriers but in ensuring equitable distribution across regions and sectors, particularly protecting communities dependent on activities vulnerable to AI displacement whilst creating new opportunities in AI-adjacent services and applications.

The World Bank's framing also signals a shift in development discourse away from traditional infrastructure-focused models toward technology-augmented approaches. Rather than waiting for perfect connectivity and complete literacy before pursuing AI deployment, the bank's analysis suggests a more pragmatic path: begin with high-impact applications in healthcare and agriculture, learn from implementation, and iteratively expand reach and sophistication. This approach acknowledges resource constraints whilst maintaining momentum toward development objectives.
