The proposed Honam semiconductor industrial complex, with a projected investment of at least 800 trillion won ($540 billion), sits at the heart of President Lee Jae Myung's economic strategy to extend the prosperity generated by the artificial intelligence chip boom beyond the dominant Seoul metropolitan region. Yet what appears on paper as a logical decentralisation initiative is proving far more complicated in practice, with residents and community leaders in Gwangju, North Jeolla, and South Jeolla provinces emerging as formidable obstacles to implementation.
The infrastructure demands posed by this unprecedented industrial undertaking are staggering in scope. Four chip fabrication plants alone would require electricity equivalent to between 70 and 80 percent of the entire current annual power consumption across the three target provinces combined—a concentration of demand that regional systems have never been required to accommodate. This fundamental mismatch between available capacity and projected need has prompted government planners to explore multiple energy solutions, from expanding existing nuclear generation to introducing small modular reactors. SK Hynix's Yongin facilities, initially announced in 2019, are slated to receive 265,000 metric tons of water daily from a weir located in an adjacent municipality, but residents in that community mounted such determined opposition that the approval and implementation process stretched across many months. Yongin's Mayor Lee Sang-il indicated that similar water and power supply arrangements planned for other regions face equivalent resistance, placing responsibility for managing these conflicts squarely on the central government rather than local authorities.
The nuclear expansion dimension of the project has generated particularly intense hostility in affected areas. Yeonggwang county, located in the target region, already operates nuclear reactors whose operational lifespan government officials have proposed extending, while simultaneously suggesting that additional new reactors might be constructed to meet the chip industry's electricity needs. Roh Byeong-nam, a farmer and co-chairman of a local anti-nuclear coalition in the county, characterised this approach as effectively declaring Yeonggwang a permanent nuclear sacrifice zone, one condemned to perpetual expansion of atomic energy infrastructure and ultimate designation as a nuclear waste repository. The coalition has indicated willingness to pursue litigation to block any nuclear expansion initiatives, signalling that resistance will take institutional and legal forms rather than remaining merely rhetorical.
Water sourcing presents equally vexing challenges. The environment ministry calculates that the semiconductor complex would require approximately 650,000 metric tons of water daily—a volume exceeding Gwangju city's entire residential water consumption. Planners have developed a multi-pronged strategy to avoid constructing an entirely new major dam, instead proposing to utilise reclaimed and recycled water combined with modifications to five existing dam systems. The centrepiece of this approach involves raising the Dongbok Dam to generate an additional 250,000 metric tons of daily water availability. Kim Kwang-jin, leader of a residents' group representing communities near Dongbok Dam, has contested the characterisation of this elevation as a minor modification rather than substantial construction, estimating that between 1,500 and 1,600 households would experience direct or indirect effects from the dam-raising project.
Repeated failures to consult meaningfully with affected communities before announcing major infrastructure modifications have created profound credibility deficits. Residents near Dongbok Dam have explicitly complained that the government announced the elevation plan unilaterally, without securing prior community consent or incorporating resident perspectives into decision-making processes. This pattern mirrors broader grievances that local populations have articulated regarding previous and contemporary energy infrastructure initiatives, where approvals allegedly proceeded without genuine community input or addressed resident concerns only after becoming unavoidable obstacles. Yet industry analysts have cautioned that without substantially accelerated and coordinated infrastructure expansion—involving power generation, transmission networks, water systems, and waste management facilities—operating the complex at planned capacity within this timeframe appears unrealistic.
