Singapore is pioneering the use of non-invasive technology to detect drug use, introducing a hair scanner that can identify substance abuse in less than a minute—a development with significant implications for law enforcement across Southeast Asia. The device, similar in size to a laptop mouse, requires no hair cutting and displays results on a connected laptop, representing a shift toward more efficient and less intrusive screening methods. The innovation was unveiled at the CNB Workplan Seminar 2026 during an exhibition at Singapore Expo on July 22, signalling the city-state's commitment to staying ahead of evolving drug threats in the region.

The hair scanner operates using spectroscopy technology, which measures wavelengths of light absorbed or emitted by hair samples. This scientific approach is being developed in-house by the Home Team Science and Technology Agency (HTX), a specialized unit focused on enhancing operational capabilities across Singapore's security agencies. According to Ong Sheau Wei, a forensic scientist at HTX's Forensic Centre of Expertise, Singapore appears to be the only nation currently exploring this particular detection method at an operational scale. The technology represents a meaningful advancement over traditional urine-based testing, which requires more invasive procedures and longer processing times.

Beyond hardware innovation, Singapore's drug enforcement agencies are deploying NarcoNet, an artificial intelligence platform developed jointly by the Central Narcotics Bureau and HTX. This software addresses the administrative burden that has long constrained investigative capacity, allowing officers to examine mobile phone records and chat logs across multiple languages simultaneously to identify incriminating evidence and patterns of drug trafficking. Previously, investigators spent hours manually preparing statements of facts—formal legal documents summarizing evidence collected during investigations. NarcoNet can now generate these documents instantaneously, freeing up human resources for deeper analytical work. The platform was scheduled for full deployment by the end of July, marking a significant modernization of investigative workflows.

Complementing these technological advances, Singapore also introduced the Next Generation Reporting Centre at Tanglin Police Division on July 1. This facility automates the urine procurement process, substantially reducing direct contact between officers and biological samples while simultaneously improving hygiene standards and operational efficiency. Together, these three innovations reflect a comprehensive digital transformation of Singapore's drug enforcement infrastructure, addressing both detection, investigation, and operational safety challenges.

However, the urgency driving these technological investments reflects alarming trends in global drug consumption and trafficking. Senior Minister of State for Home Affairs Sim Ann, delivering the opening address at the seminar, highlighted that approximately 331 million people aged 15 to 64 used drugs during the past twelve months—a 34 percent increase over the previous decade. This expansion of the user base has created new challenges for enforcement agencies throughout the region, particularly as younger demographics become more vulnerable to substance abuse.

The regional methamphetamine crisis presents an especially acute concern. In June, the United Nations Office on Drugs and Crime reported that East and Southeast Asia witnessed seizures of 349 tonnes of methamphetamines, a dramatic 48 percent increase compared to 236 tonnes seized in 2024. This escalation underscores the sophisticated production and distribution networks operating throughout the region, with criminal syndicates continuously adapting their methods to evade detection. For Malaysia and other neighbouring countries, these figures illustrate the transnational nature of drug trafficking, where supply chains cross borders and require coordinated regional responses.

Within Singapore itself, enforcement efforts have yielded measurable results. During 2025, the Central Narcotics Bureau dismantled 25 drug syndicates and seized drugs valued at over 23 million dollars. Yet these operational successes have not stemmed the flow of new users entering the system. The bureau arrested 1,188 new drug abusers in 2025, with precisely half below 30 years old—a demographic composition that reveals how effectively traffickers are recruiting younger consumers. Similarly concerning, methamphetamine remains the most abused drug nationally, while cannabis is gaining ground, particularly among youths, with one in two new cannabis abusers arrested being under 30.

This demographic skew toward younger users reflects a troubling shift in drug market dynamics throughout Southeast Asia. The accessibility of drugs through online platforms, combined with sophisticated marketing by criminal networks, has lowered barriers to entry for adolescents and young adults. Cannabis normalization in popular culture and social media has particularly influenced perceptions among younger populations, who may underestimate associated health and legal risks. For policymakers across the region, including Malaysia, this trend demands urgent attention to prevention programs targeting school-age populations and young adults.

Sim Ann emphasized the personal dimension of these statistics, noting that drug users are not abstract figures but community members—children, students, neighbours, and friends. This framing reflects a growing recognition among Southeast Asian governments that drug abuse is fundamentally a public health and social issue requiring multi-sectoral responses beyond enforcement alone. The appeal for society-wide engagement underscores the limitations of law enforcement in addressing demand-side factors driving drug consumption.

Dr Chew Tuan Chiong, vice chairman of Singapore's National Council Against Drug Abuse, stressed the critical role of parental engagement in prevention efforts. He argued that contemporary youth possess substantial knowledge about drugs, often acquired through peer networks and digital sources, creating a mismatch with older generations' understanding. When parents lack current information about substance types, harms, and trends, conversations with children become counterproductive, potentially damaging trust and credibility. This observation applies broadly across Southeast Asia, where generational knowledge gaps about emerging drugs and consumption methods complicate family-based prevention approaches.

For Malaysia and the broader region, Singapore's technological developments and policy frameworks offer instructive lessons. The emphasis on innovation in detection and investigation suggests that enforcement capacity can be augmented through smart technology deployment, potentially allowing authorities to address trafficking volume despite resource constraints. Simultaneously, Singapore's acknowledgement of prevention challenges indicates that technological solutions alone cannot resolve drug crises; sustained investment in education, family engagement, and youth development remains essential. As drug trafficking networks continue evolving, regional cooperation in sharing intelligence, coordinating enforcement operations, and harmonizing prevention strategies will become increasingly vital for containing the epidemic across Southeast Asia.
