Malaysia's Communications Ministry is preparing to test cutting-edge satellite internet technology in Sabah as part of the second phase of its ambitious National Digital Network Plan (JENDELA), Minister Datuk Seri Fahmi Fadzil revealed during a visit to Kota Kinabalu. The trial will involve direct-to-device connectivity, a breakthrough technology that delivers internet signals from satellites directly to mobile phones without requiring traditional ground infrastructure, addressing a critical gap in connectivity for Malaysia's most geographically challenging regions.
The proof-of-concept testing will identify suitable locations across Sabah, Sarawak, and Peninsular Malaysia to validate this emerging technology before wider deployment. Unlike conventional satellite internet services that require dedicated receiving equipment, direct-to-device systems represent a paradigm shift in how remote populations can access digital services. This approach holds particular significance for Malaysia, where vast swathes of rural and island communities remain underserved by existing telecommunications networks. The flexibility of satellite-based solutions sidesteps the traditional barriers of terrain and population density that have historically made network expansion economically unviable for commercial operators.
Fahmi explained that JENDELA Phase II represents a scaled-up commitment, encompassing over 300 deployment sites across the three major Malaysian regions. The strategy recognises that one-size-fits-all solutions prove inadequate when addressing such geographical diversity. In densely populated or accessible areas, the ministry will continue with conventional tower infrastructure expansion. However, for genuinely remote communities, satellite and tower-free technologies offer faster implementation timelines and lower long-term operational costs. Traditional tower installation typically requires a minimum of two years to complete and encounters numerous logistical and environmental challenges, particularly in regions with difficult terrain, protected forests, or maritime exclusivity zones.
Complementing the satellite initiative is the MADANI Submarine Cable Connection (SALAM) project, which Fahmi emphasised as a transformative venture for Sabah's digital economy. This large-scale underwater infrastructure programme will establish high-capacity landing points at strategic coastal locations: Sedili and the Sarawak cities of Kuching and Miri, plus Tanjung Aru, Sandakan, and Tawau in Sabah. By creating multiple redundant connection points along Sabah's coastline, the SALAM initiative moves beyond previous reliance on single-point infrastructure, enhancing network resilience and enabling higher bandwidth capacity. The submarine cable architecture represents Malaysia's recognition that digital infrastructure at the national level must balance urban concentration with regional equity, particularly for states with substantial maritime economies like Sabah.
The submarine cable strategy reflects lessons learned from earlier approaches. Previously, Tanjung Aru near Kota Kinabalu served as the primary international gateway, creating a bottleneck that constrained bandwidth availability and limited the economic potential for communities further along the coast. The revised plan routes cables comprehensively along Sabah's littoral zone, ensuring that Sandakan and Tawau—major commercial hubs with thriving fishing and agricultural sectors—gain direct access to international bandwidth. This geographical recalibration acknowledges that digital infrastructure must align with actual economic geography and population distribution rather than administrative convenience.
Beyond infrastructure hardware, Fahmi underscored the ministry's commitment to digital literacy and online safety. The communications sector recognises that providing connectivity alone proves insufficient if citizens lack the knowledge to protect themselves from digital threats. Over the preceding five to six weeks, the Malaysian Communications and Multimedia Commission detected more than 2,000 fraudulent accounts operating across the country, many deployed specifically to spread misinformation, distribute harmful content, facilitate scams, and promote illegal online gambling. These discoveries suggest that Sabah, despite lower urban internet penetration than Peninsular Malaysia, faces equivalent exposure to cybercriminal networks exploiting the borderless nature of digital crime.
The prevalence of fake accounts operating under coordinated criminal schemes represents a growing challenge as internet penetration deepens. Unlike traditional crime, which respects geographic boundaries and law enforcement jurisdictions, online fraud operates across state and national borders with near-instantaneous execution. Sabah's growing digital connectivity, while economically beneficial, simultaneously enlarges the potential victim population for organised cybercriminals. The ministry has committed to intensifying efforts against fraudulent accounts, particularly those created to conduct organised online crimes that disproportionately harm less digitally savvy populations who have recently come online.
Fahmi's commitment to combating online fraud through the MCMC reflects a broader Asian pattern where rapid digital adoption frequently outpaces regulatory and educational capacity. Countries across Southeast Asia have encountered similar waves of fake accounts, scam networks, and cybercriminal operations as internet penetration accelerated. Malaysia's approach combines infrastructure development with enforcement and education, acknowledging that a comprehensive strategy must address technology, legal frameworks, and user awareness simultaneously. Without concurrent investment in digital safety literacy, infrastructure expansion alone risks simply enlarging the scale of potential victimisation.

Cost overruns and delays have characterised previous major Malaysian digital infrastructure projects, making realistic project management essential for maintaining public confidence in government technology initiatives. Fahmi's explicit emphasis on schedule and cost discipline suggests awareness of such historical challenges and institutional determination to improve delivery standards. For Sabah specifically, efficient execution carries heightened political significance, as digital infrastructure represents one of the few concrete benefits that state residents can directly experience from federal investment.

Singapore, Thailand, and Indonesia have all pursued aggressive digital infrastructure strategies, recognising that connectivity and digital services increasingly determine economic competitiveness and quality of life. Sabah's geographic peripherality within Malaysia—despite its economic importance through energy resources, agriculture, and maritime industries—has historically resulted in infrastructure investment that lags Peninsular Malaysia. By conducting proof-of-concept testing now, Malaysia joins a small cohort of nations actively evaluating this technology.
