Penang has become the first Malaysian state to suspend its Automatic Number Plate Recognition (ANPR) parking enforcement system, with Chief Minister Chow Kon Yeow announcing the immediate halt on August 8. The decision affects both the Penang Island City Council (MBPP) and Seberang Perai City Council (MBSP), which had been using the technology to detect and penalise parking violations across the state. The suspension will allow authorities to conduct a thorough review of the system's operational framework before determining its future deployment.

The move reflects a significant policy reversal driven by mounting public dissatisfaction with the ANPR implementation. Chow emphasised during a Facebook announcement that the state government remained committed to listening to residents' concerns and scrutinising policies that affect their daily lives.
